Our Story

HELP CAT was formerly known as the HELP International College of Technology (HICT). Based in Klang, the origin of HICT was the Sepang Institute of Technology (SIT), an institution founded in 1996 as a member of the Lion Group.

In May 2011, HELP CAT was established as a city college in the heart of Kuala Lumpur. Its campus is located at Fraser Business Park, Sungai Besi, and is part of the multi-campus development of the HELP Group. The location enables students to enjoy the benefits of urban living and provides access to excellent facilities and services. Also, the city Light Rail Transit (LRT) connects Kuala Lumpur to the suburban areas like Subang Jaya, Petaling Jaya, Kelana Jaya, Cheras, Sentul and Gombak.

As an institution of higher learning, HELP CAT offers students the opportunity to pursue home-grown programmes (Foundation Studies in both Arts and Science, and Diplomas in Business, Accountancy, Business Information Systems, Computer Science, Hotel Management, Electrical and Electronic Engineering, and Mechanical Engineering). In tune with the objective of Malaysia to be a regional centre of educational excellence, HELP CAT has formed partnerships with a range of good overseas universities to conduct ‘3+0’ programmes, examples being the University of London, and Anglia Ruskin University.

There are also vocational and professional programmes such as the Diploma in Culinary Arts with the outstanding Institut Paul Bocuse of France, and the accounting programmes like the Certified Accounting Technician and the Association of Chartered Certified Accountants of ACCA, UK. In 1858, John Ruskin officially opened a School of Art in Sidney Street, Cambridge by delivering the inaugural address. The institution grew to become the modern Anglia Ruskin University. Nearly 155 years later, the School of Art still forms part of our University, now much expanded beyond its original confines with another major campus in Chelmsford and a number of developing partnerships with colleges throughout the eastern region and the world.

John Ruskin (1819-1900) was, without question, the leading art critic of the 19th century. But he was far more than that. He was passionately concerned with social reform, as well as the relationship between human beings and society, nature, architecture, craftsmanship and ideas. In a very real sense, Ruskin’s ideas continue to shape our society, providing the social philosophical underpinnings for such features as free schools, free hospitals, a minimum wage and care for the elderly. One of Ruskin’s best known works ‘Unto This Last’ (1860-62) has been described as a book which changed history, inspiring the minds of politicians, philosophers and authors, including such luminaries as Gandhi, Tolstoy, Proust and Oscar Wilde.

On successful completion of your studies you will be awarded a University of London degree or diploma. The certificate you receive will state that you were registered with the University of London and that examinations were conducted by LSE.

Mr David Lam Hai Chiang
Head of Centre

David Lam Hai Chiang is a Fellow of the Association of Chartered Certified Accountants since 1985. He is also a Chartered Accountant of the Malaysian Institute of Accountants since 1983. The years of his working experience and seniority in the corporate world will stand him in good stead in helping budding accountancy and business professionals.

In the early years of his professional career, he gained experience in firms of Chartered Accountants in Singapore and London. Upon returning from London he was appointed Internal Auditor of Multi-Purpose Holdings Bhd, a public listed company (PLC) in Malaysia. He then moved on to be the Financial Controller of a subsidiary of ABB, a Swedish multi-national corporation, in Malaysia.

He was active in the early years during the formation of the ACCA Malaysian Branch. As a consequent, he was appointed Executive Director of the Malaysian Institute of Accountants.

In venturing out for further corporate experience, he left the Institute and was appointed Executive Director, Mergers and Acquisitions, of a PLC in Malaysia.

To try out his knowledge and skills beyond the accountancy profession, he ventured out in the field of Sales and Marketing and was appointed Director of Marketing of an established education institution in Malaysia. He helped to build up a strong base in Sales and Marketing before returning to the corporate sector.

He was then appointed Executive Director, China Operations, with a well known entrepreneur who has majority shareholdings in 3 PLC’s in Malaysia, all having investments in China. At the height of the China ventures, he was also appointed Chairman and Deputy Chairman of 10 foreign equity joint venture companies in China. Among the ventures in China were infra-structure development and manufacturing business.

With more than 40 years of professional and corporate experience and a long standing ACCA member himself, he is well positioned to provide guidance and support to students in pursuing a career with the ACCA global qualification.

Instituto Cervantes


Instituto Cervantes de Kuala Lumpur is a resource centre aimed at anyone interested in learning Spanish, the culture of Spain or other Spanish-speaking countries. Instituto Cervantes de Kuala Lumpur was set up and it is run by the Instituto Cervantes in Spain, an institution founded in 1991. It is the largest worldwide Spanish teaching organization, with over 40 branches in four continents.

Our Language Resource Centre offers the students a wide range of self-study material and a language laboratory. Students can borrow books, videos, DVDs, audiotapes, and they can also use the in-house media facilities.

The Library houses a collection of books, periodicals, magazines, videos, DVDs, audio-tapes, CDs and CD-ROMs specialising in Spanish and Latin American language and culture.

Cultural Events

Because studying Spanish means more than just knowing the language, we offer a wide range of cultural events which complement our courses: Spanish and Latin American films, festivals, talks, lectures, workshops, exhibitions, dance show and concerts.

Classes may range from once or twice a week to intensive daily programmes with one of our qualified Spanish teachers.

On-line Courses
The Virtual Spanish Classroom (AVE) is a learning environment designed by the Instituto Cervantes to take advantage of new technologies in the teaching of Spanish. All that is needed is a computer with Internet access. Students can choose the time, place and pace of study. The course materials include authentic samples of language in use, multimedia resources and interactive exercises.

What is DELE?

Diplomas of Spanish as a Foreign Language (DELE) are official titles certifying degree of competence and mastery of the Spanish language, granted by the Ministry of Education, Culture and Sport of Spain. The DELE test is developed and organized by Instituto Cervantes.
